Changes to the license models
What DALICC changed in its curated models, when, and why.
A license model is corrected when a reading of the legal text turns out to be wrong. Every correction changes what the compatibility checker answers, so each change below names the reason behind it and links to the record it was made on.

WTFPL version 2 2026-09-24
added SPDX identifier: "WTFPL"
Review finding Added the SPDX list id WTFPL.
-
WTFPL version 2 2026-09-24
added Permission: Grant use
Review finding Added odrl:grantUse. Term 0 grants everything without reservation, and passing the rights on to a third party is part of "what the fuck you want to".
-
W3C Software and Document Notice and License version 2 2026-09-24
added SPDX identifier: "W3C-20150513"
Review finding Added W3C-20150513. Verified rather than assumed: cc:legalcode is exactly the URL the SPDX entry lists under seeAlso, and the fetched page states "This license was in effect between 13 May 2015 and 31 December 2022", which is the 2015-05-13 edition SPDX names.
-
W3C Software and Document Notice and License version 2 2026-09-24
added Prohibition: Promote
Review finding The text states: "The name and trademarks of copyright holders may NOT be used in advertising or publicity pertaining to the work without specific, written prior permission." Added the dalicc:promote prohibition.
-
W3C Software and Document Notice and License version 2 2026-09-24
added Permission: Commercial use
Review finding The grant reads: "Permission to copy, modify, and distribute this work, with or without modification, for any purpose and without fee or royalty is hereby granted". "For any purpose" includes commercial purposes, and the record's own dalicc:additionalClauses already says so in prose. cc:CommercialUse was not permitted. Added.

UK Open Government License for Public Sector Information version 2 2026-09-24
added SPDX identifier: "OGL-UK-3.0"
Review finding The record carried no SPDX identifier. cc:legalcode is the seeAlso URL of the SPDX entry OGL-UK-3.0, Open Government Licence v3.0, and the fetched text confirms the version. The proposal file rated this medium on the URL alone; the version statement in the document makes it certain. Added.
-
UK Open Government License for Public Sector Information version 2 2026-09-24
changed Permission: Distribute, with the duties Attribution, Notice
was Permission: Distribute, with the duties Attribution
Review finding The licence requires two things when the information is used and the record modelled only one. Section "You must (where you do any of the above)": "acknowledge the source of the Information in your product or application by including or linking to any attribution statement specified by the Information Provider(s) and, where possible, provide a link to this licence", with the default statement "Contains public sector information licensed under the Open Government Licence v3.0." cc:Attribution was attached to cc:DerivativeWorks and odrl:distribute; cc:Notice was missing everywhere, although the attribution statement is itself a licence notice and the licence asks for a link to itself. Added next to cc:Attribution in both permissions, which is how the sibling record NCGL-UK-2.0 models the same sentence.
-
UK Open Government License for Public Sector Information version 2 2026-09-24
added Permission: Modified works
Review finding dalicc:ModifiedWorks, distributing a modified version and making it available to the public, was missing although the licence permits adapting the Information and publishing, distributing and transmitting it in the same list, and the sibling record NCGL-UK-2.0 carries the permission on the identical wording. Added.
-
UK Open Government License for Public Sector Information version 2 2026-09-24
changed Permission: Derivative works, with the duties Attribution, Notice
was Permission: Derivative works, with the duties Attribution
The zlib libpng License version 2 2026-09-24
added SPDX identifier: "Zlib"
Review finding Added Zlib. Verified rather than taken on trust: cc:legalcode already points at the Open Source Initiative page that the SPDX entry lists under seeAlso, and the fetched text is the same three-restriction license.
-
The zlib libpng License version 2 2026-09-24
added Warranty disclaimer: "This software is provided ‘as-is’, without any express or implied warranty. In no event will the authors be held liable...
Review finding The opening paragraph is a warranty disclaimer and was not recorded. Added, quoted from the text.
-
The Universal Permissive License (UPL), Version 1.0 version 2 2026-09-24
added SPDX identifier: "UPL-1.0"
Review finding Added UPL-1.0. The record title, dct:alternative and dct:source (the Open Source Initiative page for UPL) all agree with the SPDX entry.
-
The Universal Permissive License (UPL), Version 1.0 version 2 2026-09-24
removed Prohibition: Share alike
Review finding The grant ends "and to sublicense the foregoing rights on either these or other terms", so relicensing under this same license is expressly allowed. Prohibiting cc:ShareAlike asserted the opposite. cc:ShareAlike is a duty term and a permissive license that is silent about reciprocity must carry no share-alike statement at all. Removed. Flagged by the family conventions checked before the review.
-
SUN PUBLIC LICENSE Version 1.0 version 2 2026-09-24
added SPDX identifier: "SPL-1.0"
Review finding Added SPL-1.0. Verified rather than assumed: cc:legalcode and dct:source already point at the Open Source Initiative page for SPL-1.0 and the fetched text is the Sun Public License version 1.0.
-
SUN PUBLIC LICENSE Version 1.0 version 2 2026-09-24
removed Prohibition: Grant use
Review finding Sections 2.1(b) and 2.2(b) grant the right to "use, reproduce, modify, display, perform, sublicense and distribute the Original Code (or portions thereof) with or without Modifications". The record prohibited odrl:grantUse. Removed the prohibition; the matching permission is held back by the same dependency-graph axiom as in OSL-3.0.
-
SUN PUBLIC LICENSE Version 1.0 version 2 2026-09-24
removed Permission: Share alike, with the duties Notice, Source code
Review finding Section 3.1 states that "The Modifications which You create or to which You contribute are governed by the terms of this License, including without limitation Section 2.2." That is a duty. Removed the cc:ShareAlike permission and added a license-wide cc:ShareAlike duty.
-
SUN PUBLIC LICENSE Version 1.0 version 2 2026-09-24
added Duty: Share alike
Review finding Section 3.1 states that "The Modifications which You create or to which You contribute are governed by the terms of this License, including without limitation Section 2.2." That is a duty. Removed the cc:ShareAlike permission and added a license-wide cc:ShareAlike duty.
-
Statistics Canada Open Licence Agreement version 2 2026-09-24
removed Prohibition: Modify
Review finding odrl:derive and odrl:modify were modelled as prohibitions, which contradicts the grant. The Licence Grant section reads: "Statistics Canada grants you a worldwide, royalty-free, non-exclusive licence to: use, reproduce, publish, freely distribute, or sell the Information; use, reproduce, publish, freely distribute, or sell Value-added Products; and, sublicence any or all such rights, under terms consistent with this licence", and Value-added Products are defined as "any products you have produced by adapting or incorporating the Information, in whole or in part, in accordance with this licence". The two prohibitions were removed and the corresponding permissions added, together with cc:DerivativeWorks and dalicc:ModifiedWorks, since publishing, distributing and selling Value-added Products is expressly granted.

Review finding The licence carries four conditions that no deontic term can express and the record carried none of them: the non-endorsement rule, the duty not to mislead or misrepresent the information or its source, the duty to have regard to the dignity of the Court and to its function as a working body and not to jeopardise the proper administration of justice, and the duty not to breach the Data Protection Act 1998 or the Privacy and Electronic Communications (EC Directive) Regulations 2003. Quoted verbatim into dalicc:additionalClauses so that they are at least visible in the record.
-
