License-wide duties

This license states no duties that apply to the work as a whole.

What applies by default

The statements above are the library's reading of this license: each is marked with the sentence it rests on, or as a library convention where the text is not explicit. The statements below are the ones the DALICC reasoner supplies for acts the license says nothing about, from the default rules of the dependency graph it reasons with. Each one names the legal source it rests on. None of it is in the record.

No default rule of that graph reaches this license: it speaks about every act the rules are about.

Further terms

These are the things the license says about itself beyond the acts it permits, forbids and requires: when it ends, how long there is to put a breach right, which law governs it, and so on. A term that comes from the DALICC vocabulary links to its definition.

Clauses

Warranty disclaimer

7. Disclaimer of liability The information is licensed «as is». The information may contain errors and omissions. The licensor provides no warranties, including relating to the content and relevance of the information.

Limitation of liability

The licensor disclaims any liability for errors and defects associated with the information to the maximum extent permitted by law. The licensor shall not be liable for direct or indirect losses as a result of use of the information or in connection with copying or further distribution of the information.

Additional clauses

This licence shall not impose any limitations on the rights or freedoms of the licensee under the Norwegian Freedom of Information Act or any other legislation granting the general public a right of access to public sector information, or that follow from exemptions or limitations stipulated in the Norwegian Copyright Act. Further, the licence shall not impose any limitations on the licensee’s freedom of expression recognized by law. 2. Licence The licensee, subject to the limitations that follow from this licence, may use the information for any purpose and in all contexts, by: This is a non-exclusive, free, perpetual and worldwide licence. The information may be used in any medium and format known today and/or which will become known in the future. The Licensee shall not sub-license or transfer this licence. 3. Exemptions The licence does not apply to and therefore does not grant a right to use: * information which contains personal data covered by the Norwegian Personal Data Act unless there is a legitimate basis for the disclosure and further processing of the personal data * information distributed in violation of a statutory obligation to observe confidentiality * information excluded from public disclosure pursuant to law, including information deemed sensitive under the Norwegian National Security Act * information subject to third party rights which the licensor is not authorised to license to the licensee * information protected by intellectual property rights other than copyright and neighbouring rights in accordance with Chapter 5 of the Norwegian Copyright Act, such as trademarks, patents and design rights, but this does not entail an impediment to use information where the licensor’s logo has been permanently integrated into the information or to attribute the origin of the information in accordance with the article below relating to attribution. If the licensor has made available information not covered by the licence according to the above list, the licensee must cease all use of the information under the licence, and erase the information as soon as he or she becomes aware of or should have understood that the information is not covered by the licence. 4. Effects of breach of the licence The licence is subject to the licensee’s compliance with the terms and conditions of this licence. In the event that the licensee commits a breach of this licence, this will entail that the licensee’s right to use the information will be revoked immediately without further notice. In case of such a breach, the licensee must immediately and without further notice take measures to cause the infringement to end. Because the right to use the information has been terminated, the licensee must cease all use of the information by virtue of the licence. 5. Attribution The licensee shall attribute the licensor as specified by the licensor and include a reference to this licence. To the extent practically possible, the licensee shall provide a link to both this licence and the source of the information. If the licensor has not specified how attributions shall be made, the licensee shall normally state the following: «Contains data under the Norwegian licence for Open Government data (NLOD) distributed by [name of licensor]». If the licensor has specified that the information shall only be available under a specific version of this licence, cf. Section 10, the licensee shall also state this. If the information has been changed, the licensee must clearly indicate that changes have been made by the licensee. 6. Proper use The licensee shall not use the information in a manner that appears misleading nor present the information in a distorted or incorrect manner. Neither the licensor’s nor other contributors' names or trademarks must be used to support, recommend or market the licensee or any products or services using the information. 8. Guarantees regarding data quality and accessibility This licence does not prevent the licensor from issuing supplementary statements regarding expected or intended data quality and accessibility. Such statements shall be regarded as indicative in nature and not binding on the part of the licensor. The disclaimers in Section 7 also apply in full for such indicative statements. Based on separate agreement, the licensor may provide guarantees and distribute the information on terms and conditions different from those set forth in this licence. 9. Licence compatibility If the licensee is to distribute an adapted or combined work based on information covered by this licence and some other work licensed under a licence compatible by contract, such distribution may be based on an appropriate licence compatible by contract, cf. the list below. A licence compatible by contract shall mean the following licences: * for all information: Open Government Licence (version 1.0, 2.0 and 3.0), Creative Commons Attribution Licence (international version 4.0 and norwegian version 4.0), * for those parts of the information which do not constitute databases: Creative Commons Attribution Licence (generic version 1.0, 2.0, 2.5 and unported version 3.0) and Creative Commons Navngivelse 3.0 Norge, * for those parts of the information which constitute databases: Open Data Commons Attribution License (version 1.0). This provision does not prevent other licences from being compatible with this licence based on their content. 10. New versions of the licence The licensee may choose to use the information covered by this licence under any new versions of the Norwegian licence for Open Government data (NLOD) issued by the responsible ministry (currently the Ministry of Local Government and Modernisation) when these versions are final and official, unless the licensor when making the information available under this licence specifically has stated that solely version 2.0 of this licence may be used. 11. Governing law and legal venue This licence, including its formation, and any disputes and claims arising in connection with or relating to this licence, shall be regulated by Norwegian law. The legal venue shall be the licensor’s ordinary legal venue. The licensor may, with regard to intellectual proprietary rights, choose to pursue a claim at other competent legal venues and/or based on the laws of the country where the intellectual property rights are sought enforced.

The Norwegian Licence for Open Government Data, version 2.0: a worldwide, perpetual attribution licence over public sector information, covering the database right as well as copyright, with a prescribed attribution wording, a closed list of licences compatible by contract and an express refusal of sublicensing. The record follows the Open Government Licence records for its duties and the Open Data Commons records for its database right.

12 findings
  • minor Rubric 1 spdx:licenseId applied

The record carries the SPDX id NLOD-2.0 and the SPDX name as dct:title. The library holds no other Norwegian licence, so dalicc:variantKind and dalicc:jurisdictionPortOf are left out.

  • major Rubric 2 odrl:target applied

dcmitype:Dataset and dalicc:CreativeWork. Information is defined as "texts, images, recordings, data sets or other works protected under Section 1 of the Norwegian Copyright Act, or which are protected under provisions addressing what is referred to as neighbouring rights", so the licence reaches content as well as data. It names no software, so dcmitype:Software was left out, unlike the Open Government Licence records.

  • major Rubric 3 odrl:permission applied

Section 2 lets the licensee "use the information for any purpose and in all contexts" by copying and distributing it, modifying it or combining it with other information, and copying and distributing the changed or combined information. The record permits reproduce, distribute, display, present, modify, derive, commercial use, derivative works, modified works and the distribution fee. dalicc:suiGenerisDatabaseRights is permitted because Information expressly covers databases protected under Section 43 of the Norwegian Copyright Act. dalicc:ChangeLicense is permitted with a dalicc:compliantLicense duty, from Section 9: an adapted or combined work may be distributed under a licence compatible by contract, and the licence lists them.

  • major Rubric 4 odrl:prohibition applied

Three prohibitions. dalicc:sublicense is refused in one sentence, "The Licensee shall not sub-license or transfer this licence", which makes this the only record of the review group to prohibit it from the text rather than from review decision 1. dalicc:promote carries Section 6, "Neither the licensor's nor other contributors' names or trademarks must be used to support, recommend or market the licensee or any products or services using the information". dalicc:exemptedMaterial carries the five exemptions of Section 3.

  • major Rubric 5 odrl:duty applied

Section 5 is the core duty and it is owed for every use, but the library attaches duties to the acts the text names, so cc:Attribution, cc:Notice and dalicc:addStatement hang off odrl:distribute, odrl:modify and odrl:derive, with dalicc:modificationNotice added to the last two from "If the information has been changed, the licensee must clearly indicate that changes have been made by the licensee". dalicc:addStatement carries the prescribed wording: "If the licensor has not specified how attributions shall be made, the licensee shall normally state the following: «Contains data under the Norwegian licence for Open Government data (NLOD) distributed by [name of licensor]»." No cc:ShareAlike duty is written: the licence requires attribution, not that the reused information stay under it.

  • minor Rubric 6 dalicc:WarrantyDisclaimer applied

The first paragraph of Section 7 goes into dalicc:WarrantyDisclaimer and the remaining two into dalicc:LiabilityLimitation. dalicc:additionalClauses carries the preface, the licence section with its no-sublicensing sentence, the exemptions, the effects of breach, the attribution section with its prescribed wording, proper use, the data quality section, the compatibility list, the new versions section and the governing law section.

  • major Rubric 7 cc:jurisdiction applied

cc:jurisdiction stays dalicc:worldwide: Section 2 says "This is a non-exclusive, free, perpetual and worldwide licence". Section 11 makes Norwegian law the governing law and the licensor's ordinary legal venue the forum; it is quoted in dalicc:additionalClauses rather than turned into a bpicounty IRI, because it binds the contract and not the territory of the grant. dalicc:validityType is dalicc:perpetual, from the same sentence of Section 2.

  • gap Rubric 8 dalicc:additionalClauses none

Section 4 revokes the right to use the information immediately and without notice on any breach. Quoted; proposed term dalicc:terminatesOnBreach.

  • gap Rubric 8 dalicc:additionalClauses none

Section 9 defines a closed list of licences compatible by contract, split by whether the part of the information is a database. Neither the list nor the split can be modelled; both are quoted. Proposed term dalicc:compatibleLicenseTest.

  • info Rubric 8 dalicc:orLaterVersionOption proposed

Section 10 lets the licensee use the information under any new version of the NLOD unless the licensor states that only version 2.0 may be used. Not written, for the reason given in the other records of this addition; the triple would be dalicclib:NLOD-2.0 dalicc:orLaterVersionOption true.

  • info Rubric 9 record none

The consistency check of app.services.composer with the axioms of dg_default returned an empty conflict list.

  • info Rubric 10 record none

Family: the record follows the Open Government Licence records of this review group for its attribution duties and the OdcOpenDatabaseLicense record for its database right. It is the only record of the review group that prohibits sublicensing on the strength of its own text, and one of four that permit dalicc:ChangeLicense with a compliant licence duty, the others being CeCILL-B, LiLiQ-P-1.1 and etalab-2.0.

History

This license model has 2 versions. Version 2 is the one served today; every earlier version keeps its own address, so a conclusion drawn from one of them can still be checked against it.

  1. Version 2 current2026-09-24 Giray Havur

The changes since version 1 recorded which sentence of the text each statement rests on and named the license the record itself is published under.

    6 changes
    • changed permission dalicc:ChangeLicense with duties [dalicc:compliantLicense]

was permission dalicc:ChangeLicense with duties [dalicc:compliantLicense]

Manual edit The statement is marked as a library convention, family rule 15: Permissive records permit relicensing: the text does not state it in as many words. Its duty dalicc:compliantLicense is marked as a library convention, family rule 15: Permissive records permit relicensing.

    • changed permission odrl:derive with duties [cc:Attribution, cc:Notice, dalicc:addStatement, dalicc:modificationNotice]

      was permission odrl:derive with duties [cc:Attribution, cc:Notice, dalicc:addStatement, dalicc:modificationNotice]

Manual edit Its duty dalicc:modificationNotice quotes "If the information has been changed, the licensee must clearly indicate that changes have been made by the licensee."

    • changed permission odrl:modify with duties [cc:Attribution, cc:Notice, dalicc:addStatement, dalicc:modificationNotice]

    • changed prohibition dalicc:promote

      was prohibition dalicc:promote

Manual edit The statement now quotes the sentence of the licence text it rests on: "Neither the licensor's nor other contributors' names or trademarks must be used to support, recommend or market the licensee or any products or services using the information."

    • changed prohibition dalicc:sublicense

      was prohibition dalicc:sublicense

Manual edit The statement now quotes the sentence of the licence text it rests on: "The Licensee shall not sub-license or transfer this licence."

    • added dct:license <https://creativecommons.org/licenses/by/4.0/>

Manual edit Every record is published under CC BY 4.0. cc:license names the record DALICC keeps of that licence; dct:license now names it by the address Creative Commons publishes it at, so that a consumer matching the canonical IRI finds it.

  2. Version 1

Created from the license text on 2026-09-15 (National open government data licences).

Every change names the reason behind it: a finding of the content review, one of its library-wide decisions, the metadata that review wrote onto every record, or a hand edit. None of it is legal advice.

Nothing on this page is legal advice. What a license means is decided by its text; ask a legal advisor before you rely on it.
